Why are EOCs necessary:
Emergency Operations Centers are necessary when an emergency or crisis occurs that affects entire communities or disrupts the lives of a large number of people. Examples include: natural disasters, public health emergencies, large-scale events, long-term emergencies and deliberate attacks.
When to activate an EOC:
An Emergency Operations Center can be activated for a number of reasons, including responding to a specific event or threat, the nature and complexity of an event, threat or crisis, the anticipation of upcoming events, and the needs of the organization or Incident Commander.
How to setup an EOC:
- Determine the scope of the emergency. Decide what resources, primary functions and communications are necessary.
- Create a plan that outlines roles, responsibilities and procedures in the EOC. Follow Incident Command System (ICS) protocol.
- Establish a location for the EOC that will be suitable to serve the advanced communication functions needed.
