12 Absolutely Free Software Programs that Can Make a Public Information Officer’s Life Better

Free software is readily available to PIOs working on a tight municipal or county budget.

I was recently an instructor at the Pennsylvania Law Enforcement Accreditation Annual Training Conference in Harrisburg, and a group of us were discussing the evolution of the public information officer’s role since the dawn of the 21st century — and how training and digital technology has changed. We were once hyper-focused on dissemination of information to the media via written word (press releases) and audio/video (television/radio interviews). While both remain important aspects of the job, the digital age has created a need for PIO offices to turn into creative shops, making graphics, advertising fliers, newsletters, websites and PSA videos.

I’m a bit of a techie. I’ve been writing about computers, video games and software for more than 25 years. I’ve written about free software for PC users in the past, and what shocked me is that many of the apps I was using in 2010-2011 are not only still around but still extremely relevant. That got me to thinking how we could offer a guide to free software that is specifically relevant to PIOs.

In the digital age, public information officers (PIOs) play a pivotal role in managing and disseminating information to the public. Having the right tools at their disposal can greatly enhance their efficiency and effectiveness. Here’s our guide to free software programs that every PIO should consider adding to their toolkit.

1. GIMP (GNU Image Manipulation Program)

GIMP software

GIMP is indispensable for creating and editing images, whether it’s for press releases, social media, or website content. Its comprehensive suite of editing tools allows PIOs to produce professional-grade visuals without the cost of premium software.

For the PIO on a serious budget crunch, GIMP is about as close to Adobe Photoshop as you can get without paying, well, anything.

2. Paint.NET

For PIOs looking for a simpler alternative to GIMP, Paint.NET (available at Getpaint.net but NOT paint.net oddly) provides an intuitive interface and essential editing tools for quick photo adjustments, logo creation, and banner designs. It’s particularly useful for tasks that require a fast turnaround.

In an era where video content reigns supreme, OpenShot offers PIOs the ability to create and edit videos with ease. From PSA videos to event recaps, it enables the production of compelling video content to engage the public across various platforms.

Microsoft Office is still the standard and default document and productivity suite installed on most “Work PCs” but competition from Google Docs and free options like LibreOffice should give small government agencies significant pause before they cough up the monthly fee for “MS Office” on every laptop, desktop and tablet.

It is a worthy competitor to Adobe InDesign and much better than traditional Microsoft Word for brochure and collateral design.
