ICS: Why it Matters for Public Information Officers

ICS, or Incident Command System is a standardized approach to the command, control, and coordination of emergency response efforts. It is designed to enable effective and efficient emergency/event/incident management by integrating a combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure.

ICS is used for all kinds of emergencies, including natural disasters, terrorist attacks, and other public safety incidents. It can be applied to small-scale incidents as well as large, complex emergencies. It is also used for large public events to coordinate resources for all kinds of public gatherings from parades, to sporting events to funerals. Communications is a key component of all hazards emergency management. It’s one of the reasons why JGPR Academy offers Emergency Operations Center training for our students in addition to our many training classes for PIOs.

At JGPR, all employees (even interns) take some foundational level of ICS training, and all of our public relations account staff take multi-day offsite training courses and a litany of online training classes to give the staff a foundational awareness and knowledge of the system and its procedures. The training is free, and most of it can be accessed on the FEMA Emergency Management Institute website right now.

ICS training is crucial for Public Information Officers (PIOs) for several key reasons. ICS is designed to enable effective, efficient incident management. Here’s why ICS training is vital for PIOs:

  1. Effective Communication in Emergencies: ICS training equips PIOs with the knowledge and skills needed to communicate effectively during emergencies or crises. They learn to disseminate information in a way that is clear, accurate, and timely, helping to protect public safety and ensure that emergency responders, government officials, and the public are all on the same page.
  2. Understanding of Incident Management: Through ICS training, PIOs gain a comprehensive understanding of the incident management process, including how decisions are made, how operations are conducted, and how different agencies and departments coordinate their efforts. This understanding is crucial for PIOs to effectively participate in the incident management team and provide the right information at the right time.
  3. Interagency Coordination: Emergencies often require a coordinated response from multiple agencies and organizations. ICS training helps PIOs understand their role within a multi-agency coordination system, enabling them to work more effectively with counterparts from other organizations, understand their perspectives, and ensure a unified message to the public.
  4. Crisis Communication Skills: ICS training includes components that are focused on crisis communication strategies. PIOs learn how to develop and deliver messages that can help to alleviate public fear and confusion during emergencies. This includes understanding the importance of transparency, empathy, and accuracy in communication.
  5. Role Clarity and Responsibility: ICS clearly defines the roles and responsibilities within an incident management team, including that of the PIO. Training helps PIOs understand their specific role, including how to manage information flow, handle media inquiries, and provide public warnings. This clarity is essential for the smooth operation of the incident command structure.
  6. Standardization Across Agencies: Since ICS is a standardized framework used across various agencies and organizations, training ensures that PIOs can effectively integrate and operate within this system, regardless of the nature of the incident or the entities involved. This standardization facilitates a more efficient and effective response to emergencies.
  7. Enhanced Decision-Making: By understanding the ICS framework and being part of the incident management process, PIOs are better equipped to contribute to decision-making processes, especially those affecting public communication and information dissemination. They can provide insights into public perception, potential concerns, and the impact of information on community response efforts.

ICS training prepares PIOs to play a critical role in emergency response efforts, ensuring that they can effectively manage and communicate vital information to the public, partner organizations, and other stakeholders during incidents.
